Judith Bush Carlson was born in Whitehouse Station, New Jersey. She received a diploma in nursing from the Johns Hopkins Hospital School of Nursing in 1962 and a BSN from the University of Hawaii. Carlson's (nee Bush) first job was on the Johns Hopkins Hospital's Marburg service. She left after 4 months to take a public health nursing position at the Municipal Tuberculosis Sanitarium in Chicago, Illinois. She married in 1966 and eventually managed her husband's anesthesia practice before retiring.
